Introduced with Costa PTF, I just got an exchange of emails with Rubén Fontana, who answered positively:

Truly, I’m happy to know that we share the interest on having a digraph for that special sound of Spanish language, sound that is strongly present in natives language of Latinamerica, and acquire a double sense for me as southamerican.

For some strange reason that I can not explain myself, Spanish language has a minus presence in alphabet development. For that reason too, Latinamerican enjoy twice the new technology, that allowed people not only to have the formal experience of design a new type, as also the possibility of introduce the particular sound of our oral language.
